Youd have to bleach your hair to get it at least yellow orange for the color youre trying to apply stand out. Go to sallys and buy a powdered bleach packet like clairol bw 2000, quick blue etc and a 30 volume developer. I never measure my bleach and developer so I just put a little developer and work the bleach in until its creamy to a lil thick not runny or globby thick. Section your hair out and with a tint brush(also at sallys) put it in your hair and put foils on the pieces you put bleach on.Of course always use gloves because bleach burns. Dont apply it directly on your scalp because it can irritate it. plus the bleach close to your scalp swells up and starts to spread so be careful not to get other parts of your hair all spotted. Put some heat on it and rinse it. It takes about 40 min on dark brown hair. Dont leave it on any longer. The best blues ive used are the Manic Panic ones you can also buy at sallys.

I couldn't view the picture:( If you have a Sally beauty supply store by you, they have everything you will need to do it properly, and could probably give you really good advice. I think they should have permanent to temporary blue hair colours.

For any other color I would say it's fine if you do it yourself, but blue (and sometimes green) is the one color that I would recommend you visit a professional stylist for.

The reason is that the pigment in blue hair color fades very quickly and is also hard to determine a accurate shade (IE dark or light)

Blue is the one color one is most likely to mess up, and therefor it's better to get a stylist to do it for you.
